The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) was enacted in March of 2020 as a response to the COVID-19 pandemic and included over $30 billion in funding for elementary, secondary, and higher education. The Coronavirus Response & Relief Supplemental Appropriations Act (CRRSAA) was enacted in December of 2020 and included over $81 billion in funding for elementary, secondary, and higher education. An update to CRRSAA made an additional $21 billion available to higher education institutions as of January 2021.

The Education Justice Research and Organizing Collaborative (EJ ROC) surveyed students on schooling during COVID-19. Many students felt an increase in connection and focus on support services was necessary for their success:

Now it’s a state of emergency,” said Amir Whitaker, policy counsel of the ACLU of Southern California.
